Medical Social Work Services, Inc.

Our advocacy efforts are based on the operational premise that all the ingredients for major improvements in the quality of life of elder Americans, already exist in established public policy, legislation, funding, and service delivery programs.

We believe a combination of common sense, elder care expertise, and the ability to articulate issues and pose practical solutions to decision makers at all levels of the social service bureaucracy will lead to particularly productive outcomes if advocacy initiatives are focused in three specific areas.

Focus of Advocacy Plan

  • Identification and elimination of bureaucratic barriers, wherever encountered, which impede access to and utilization of resources.  

  • Full implementation of the Medical Social Services component of the Medicare Home Health Program.

  • Attention to issues of social injustice, where ever encountered.

Golden Opportunity

  • Seldom does an opportunity arise, with so much potential for improving the lives of so many, as is afforded by full implementation of the Social Services component of the Medicare Home Health Program.

  • Social Services delivered as mandated in Part 484, Chapter IV, Title 42 Federal Public Health Law does, in fact, enhance capacity to maintain self-sufficiency, prolong independence, and produces measurable long-term outcomes validating  the efficacy and expense of home based medical care.

  • We expect our field tested Model Program to stimulate interest, raise awareness, promote understanding and to be a "blueprint" for delivering Medicare Social Services as mandated by law, in addition to demonstrating the feasibility of such accomplishments within the scope of existing programs and funding.  Model Program < click)

  • Full implementation of the Social Services component of the Medicare Home Health program will require the active participation and support of not only the Agency for Health Care Administration, at both Federal and State levels, but also Medicare Home Health Agencies, and the Profession of Social Work including Higher Education.
